Dr. Mark Stabb


San Diego, CA

Dr. Mark Stabb has a Bachelor of Science degree in Applied Math and Physics, as well as a Master’s degree and a PhD degree both in Engineering Mechanics all from the University of Wisconsin.  He is a registered Professional Engineer in the states of California and Virginia.  Dr. Stabb’s technical background has focused on the use of numerical methods in the fields of structural and thermal analysis and testing.  His industry experience covers a wide variety of advanced systems; ranging from spacecraft, launch vehicles, and aircraft to astronomical optical experiments, theme park attractions, and renewable energy sources.  In 1997, Dr. Stabb helped found Quartus Engineering in San Diego, CA and has remained involved with the company to this day.  Additionally, he serves on the University of California San Diego Industrial Advisory Board for the Structural Engineering department and has taught undergraduate Finite Elements classes as adjunct faculty.

Director of Engineering, Eastern Region and Operations Manager

Andy Kostuch has a Bachelor of Science degree in Engineering Mechanics and Mathematics and a Master’s degree in Engineering Mechanics from the University of Wisconsin, with coursework and research activities focused on Structural Analysis, Computational Methods, and Test-Analysis Correlation. His industry experience has centered on Advanced Mechanical Analysis of Aerospace Systems for government and prime contractor clients. He has leveraged his experience over a broad range of applications including Spacecraft, Launch Vehicles, Aircraft, Opto-Mechanical systems, Wind Power systems, Theme Park attractions, Medical devices, and basic research. With Quartus since 2001, Andy opened Quartus’ first Eastern Region office in 2009 to support a growing local client base. As Director he manages a diverse, responsive, and experienced engineering staff committed to providing customer-focused Mechanical Engineering solutions.


Director of Engineering, Analysis

Brent Erickson has a Bachelor of Science degree in Mechanical Engineering from UCSD. He has over 15 years of industry experience in the Structural and Thermal Analysis and testing of Aerospace and Mechanical Systems using Finite Element Methods. He has broad experience leveraging advanced Finite Element Analysis (FEA) for a variety of industries. His expertise is in the Structural Dynamics and STOP analysis, testing, and correlation of Spacecraft Structures, Payloads, and Optical Systems. Brent has worked at Quartus since 2002 and now leads a group of nearly 40 Analysis Engineers with industry-leading capabilities in Mechanical and Aerospace Analysis and Simulation-driven Engineering.



Director of Systems Development

Matt Frowiss has a Bachelor of Science degree in Mechanical Engineering from the California Polytechnic State University, San Luis Obispo, a Master's degree in Mechanical Engineering from the University of California, Los Angeles, and is a registered Mechanical Engineer in the state of CA, with a technical focus in Machine Design and Structural Mechanics. Matt has over 17 years' experience in a variety of industries and a passion for bringing cross-functional teams together to realize common goals both in the field and the office. His experience spans all levels of Design Development, from requirements generation through full-system delivery, commissioning, and deployment. As a Director he leads a multi-disciplinary team of Electrical, Mechanical, Optical, and Software Engineers and Technicians, providing cradle to grave Design Development services. 


Director of Engineering, Analysis

San Diego, CA

Christine Buleri has a Bachelor of Science degree in Mechanical Engineering from Boston University and a Master’s degree in Structural Engineering from University of California San Diego, with coursework focused on structural dynamics and nonlinear simulations. She has 18 years of industry experience performing detailed Finite Element Analysis (FEA) for optical systems including telescopes, payloads, and instruments for both land and space. Since joining Quartus in 2004, she helped develop many in-house tools for integrated opto-mechanical analysis including predictions for Structural, Thermal and Optical Performance (STOP), jitter, WFE, and stress using both linear and nonlinear techniques. She currently leads a team of nearly 30 analysis engineers supporting structural, thermal, computational fluid dynamics, and STOP simulations.



Director of Technical Program Development

Alexander Halterman has a Bachelor’s degree in Mechanical Engineering and a Master’s degree in Aerospace Engineering from Cornell University. His expertise is Systems Engineering, Opto-Mechanical Engineering, and Program Management for Remote Sensing and Precision Optical Systems across a wide range of industries and environments.  He has experience at many levels of the development process including Research and Development, Qualification, and Transition to Manufacturing.  Alex joined Quartus Engineering in 2014 and has supported projects in a variety of roles, including the development of instrument architectures, technical budgets, hardware design, and hands-on build, test, and verification of completed hardware builds.  He has been responsible for leading development efforts for customers across various industries, including but not limited to: Space Based Remote Sensing Instruments, Airborne Topographic and Bathymetric LiDAR Sensors, High Energy Laser Development, Automotive LiDAR Sensor Systems, and DNA Sequencing Microscopy.   


Director of Accounting

Sarah Marshall has a Bachelor of Science degree in Business Administration – Accounting from San Jose State University and holds a CPA certificate from California. Sarah joined Quartus in 2019 and manages the Finance and Accounting team. She has more than 25 years of experience helping small and medium-sized businesses with everything from Accounting and Human Resources to Marketing and Executive Management. 



Human Resources Manager

San Diego, CA

Melissa Moreno has a Bachelor of Arts degree in Human Resource Management from North Central College in Naperville, Illinois, and is certified as a Professional in Human Resources California (PHR-CA) through HRCI and as a Human Resources Certified Professional (SHRM-CP) through the Society of Human Resource Management (SHRM).  Melissa joined Quartus in 2015 and has over 15 years of Human Resources experience with a strong background in Labor Law Compliance and Employee Relations. Her passion is leading People Operations and Talent Acquisition initiatives for small and medium-sized companies.
